Position Purpose:
Infrastructure Ontario (IO) is seeking a strategic and experienced Director, Capital Delivery to lead the delivery of a multi-billion-dollar portfolio of complex infrastructure projects within one of the most significant and high-profile capital programs currently underway in Ontario.
Reporting to the Vice President, Capital Delivery, this role provides leadership across multiple concurrent design and construction projects and is accountable for portfolio outcomes related to schedule, budget, quality, risk, commercial performance, and project integration. Operating in a complex environment that includes multiple delivery partners, contractors, consultants, and senior government representatives, the Director plays a critical role in advancing projects of substantial public interest and strategic importance to the province.
The successful candidate will provide strategic leadership to multidisciplinary project teams, oversee complex commercial and contract matters, manage significant project risks, and support executive decision-making on issues with broad financial, operational, and reputational implications.
What You Will Do:
Lead the planning, procurement, implementation, and close-out of multiple large-scale infrastructure and capital projects across a complex multi-project portfolio.
Provide strategic oversight of project scope, schedule, budget, quality, risk management, procurement, and contract administration activities.
Direct and support Project Coordinators, Project Managers, and project delivery teams in the successful execution of complex capital initiatives.
Coordinate project interfaces across multiple consultants, contractors, clients, government partners, and external advisors to ensure alignment and successful project delivery.
Develop and maintain productive relationships with senior client representatives, industry partners, consultants, contractors, and executive leadership.
Lead complex commercial negotiations, contract discussions, claims management activities, dispute resolution processes, and project delivery decisions.
Identify, evaluate, and mitigate complex project and portfolio risks, including market conditions, procurement challenges, supply chain constraints, schedule impacts, and construction-related issues.
Provide strategic advice and recommendations to executive leadership regarding project performance, emerging risks, delivery strategies, and commercial matters.
Ensure robust governance, project controls, reporting frameworks, quality assurance processes, and compliance requirements are consistently maintained across the portfolio.
Support the development and implementation of capital delivery strategies that advance organizational objectives and long-term infrastructure outcomes.
Foster a culture of accountability, collaboration, continuous improvement, and high performance across project teams.
Mentor and develop project delivery professionals, supporting succession planning, capability development, and knowledge transfer across the team.
Who You Are:
You are an accomplished infrastructure leader with a track record of delivering large-scale capital projects in complex, high-profile environments. You bring strong commercial acumen, strategic thinking, and the ability to successfully navigate competing priorities while leading multidisciplinary teams toward common objectives.
We are interested in candidates who bring:
Extensive experience delivering large-scale infrastructure, construction, development, transportation, transit, civil, or other major capital projects.
Significant experience overseeing multiple concurrent projects and managing delivery teams within complex capital programs.
Strong knowledge of project delivery, construction management, contract administration, procurement, commercial negotiations, project controls, and construction finance.
Experience operating within complex environments involving government organizations, public sector clients, industry partners, consultants, and contractors.
Demonstrated success managing projects with substantial budgets, aggressive schedules, and high levels of public visibility.
Experience leading multidisciplinary teams and developing high-performing project professionals.
Strong understanding of alternative delivery models, including Public-Private Partnerships (P3), Design-Build, Progressive Design-Build, and other major procurement approaches.
Proven ability to identify and mitigate project risks while balancing commercial, operational, and delivery objectives.
Exceptional communication, presentation, relationship management, and negotiation skills.
Experience advising senior leaders and contributing to executive-level decision-making.
Professional learning and experience in engineering, architecture, construction management, infrastructure delivery, project management, commerce, business, economics, or related disciplines.
Professional certifications such as PMP, P.Eng., OAA, or similar credentials are considered assets.

We offer a competitive salary range of
$161,900
to
$191,000
(PM5 level), pay will align with skills, knowledge and experience of the candidate.
