This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.
Make a difference
Reporting to the Senior Director, Community Safety Unit, the Manager, CSWB Implementation and Project Management provides disciplined implementation, project-management and coordination leadership for Toronto Community Housing’s Community Safety and Well-Being (CSWB) Strategy. The position translates the Board-approved Strategy into sequenced workplans, coordinates place-based pilots and Community Safety and Well-Being Plans, supports integrated service tables, and ensures that commitments, risks, dependencies and implementation learning are tracked and acted upon.
The position works across CSU, Regional Operations and other TCHC divisions, as well as with tenants and external partners. It provides implementation governance and project discipline but does not exercise daily operational command, direct front-line deployment, independent quality assurance or corporate analytical ownership.
What you’ll do
CSWB Strategy Implementation and Portfolio Management
Translates the Board-approved CSWB Strategy and annual priorities into a multi-year implementation roadmap and detailed annual workplans.
Maintains the master implementation plan across the five CSWB outcome areas, including deliverables, milestones, accountable owners, dependencies and timelines.
Establishes and maintains a portfolio view of major CSU and cross-divisional projects to support prioritization, sequencing and management oversight.
Develops project charters, governance structures, work breakdowns, schedules, decision logs, risk and issue registers, and project-closure documentation.
Monitors implementation progress, tests the reliability of status updates and identifies delays, scope changes, unresolved decisions and capacity constraints.
Escalates material barriers and recommends practical corrective action, re-sequencing, resource adjustments or governance decisions.
Promotes consistent project-management methods while tailoring the level of documentation and control to the size, risk and complexity of each initiative.
Ensures implementation reflects TCHC’s strategic priorities, tenant-centred service commitments, equity obligations and approved CSWB principles.
Place-Based Pilots and Community Safety Planning
Leads the project management of East, Central and West CSWB pilots and any approved expansion to additional communities.
Coordinates development, implementation and periodic review of place-based Community Safety and Well-Being Plans.
Integrates operational information, tenant experience, community conditions, environmental findings, partner capacity and available analytical evidence into practical action plans.
Ensures each pilot or plan includes clearly defined outcomes, actions, owners, timelines, resources, measures and review points.
Maintains pilot-specific action, risk, issue and decision logs and ensures overdue or unresolved matters are addressed through the appropriate escalation route.
Documents implementation learning, identifies transferable practices and recommends adjustments to the operating model before broader expansion.
Develops and applies readiness, need, sustainability and capacity criteria when recommending whether and how CSWB planning should expand.
Integrated Service Coordination, Partnerships and Tenant Input
Establishes and supports integrated working tables for complex community safety and well-being priorities requiring coordinated action.
Coordinates participation from CSU, Regional Operations, Facilities, Tenancy Management, Programs and Partnerships, Communications and other relevant TCHC functions.
Supports structured involvement of external partners, including community organizations, health and social services, violence-prevention partners, emergency services and other public institutions.
Ensures meetings result in documented decisions, assigned actions, clear deadlines and appropriate follow-through rather than information-sharing alone.
Coordinates with corporate and regional engagement leads so that tenant priorities and lived experience inform local plans and implementation decisions.
Tracks commitments arising from tenant and partner engagement and supports timely communication back to tenants on progress and constraints.
Maintains role clarity between project coordination and the operational delivery responsibilities of Special Constables, Community Safety Advisors, investigators and other service teams.
Implementation Frameworks, Governance and Reporting
Designs and maintains implementation frameworks for cross-functional priorities, including the CSU call follow-up model and other approved service improvements.
Defines governance requirements, accountabilities, service expectations, escalation paths and closure criteria in consultation with functional owners.
Prepares concise implementation dashboards, status reports, briefing notes, presentations and decision materials for the Senior Director and senior management.
Supports preparation of ELT, Committee and Board reports by providing validated implementation status, risks, milestones, lessons and next steps.
Works with Research, Analytics and Performance to align implementation milestones with appropriate performance measures, baselines and evaluation plans.
Works with Records and Quality Assurance to ensure implementation controls, records and compliance requirements are incorporated into project design.
Maintains complete, accurate and accessible project records in accordance with TCHC records-management, privacy and information-security requirements.
Functional Leadership, Resource Stewardship and Continuous Improvement
Provides functional leadership and direction to employees, consultants, working groups and project teams assigned to CSWB implementation initiatives.
Builds cooperation among stakeholders with different mandates, priorities and operational pressures and facilitates resolution of implementation issues.
Develops project resource estimates and supports annual business planning, budget development, procurement and business-case preparation.
Monitors approved project expenditures, contracts and deliverables within delegated authority and promptly identifies variances or emerging pressures.
Identifies change-management, communication, policy, technology and training requirements needed for successful implementation and coordinates with the accountable functional leads.
Promotes an inclusive, respectful, trauma-informed and learning-oriented approach to project leadership and community safety planning.
Undertakes other related responsibilities and special projects assigned by the Senior Director.
What you’ll need
Post-secondary degree or diploma in public administration, business administration, project management, community development, social sciences, public policy or a related discipline.
A Project Management Professional (PMP), PRINCE2, Change Management or comparable project-management credential is an asset.
An equivalent combination of education and progressively responsible experience may be considered.
Minimum five (5) years of progressively responsible experience leading complex projects, strategy implementation, program implementation or cross-functional service improvement.
Demonstrated experience coordinating initiatives involving multiple business units, external partners and community stakeholders.
Experience in housing, municipal government, community safety and well-being, public safety, social services or another complex public-service environment is an asset.
Experience developing implementation plans, risk and issue registers, executive briefings, governance materials and progress reports.
Experience providing leadership to project teams, consultants or staff; formal people-management experience is an asset.
Thorough knowledge of project and program management methods, including scope, schedule, risk, dependency, change, stakeholder and benefits management.
Strong understanding of place-based planning, integrated service delivery, community development, tenant engagement and equity-informed implementation.
Ability to translate broad strategic direction into clear work packages, accountabilities, milestones and measurable deliverables.
Strong analytical and problem-solving skills, including the ability to identify implementation barriers, assess options and make practical recommendations.
Excellent facilitation, negotiation and relationship-management skills, with the ability to secure cooperation where authority is shared.
Excellent written communication skills to prepare Board and executive materials, project documentation, presentations and plain-language updates.
Strong organizational skills and the ability to manage multiple concurrent priorities, deadlines and stakeholders.
Working knowledge of budgeting, procurement, contract administration, risk management, privacy and corporate governance in a public-sector environment.
Proficiency with Microsoft 365 and project-management, collaboration and reporting tools.
Understanding of TCHC communities and the social, economic and systemic factors influencing safety, vulnerability and well-being.
