What You Will Do

In this role, you will coordinate and manage the review of development applications and property transactions that impact TTC lands, infrastructure, and property rights. Acting as a key liaison between developers, consultants, legal representatives, municipal partners, and TTC departments, you will help ensure that developments adjacent to TTC facilities are designed and constructed in a manner that protects TTC operations, assets, and future growth plans.

You will lead the coordination of internal reviews for development proposals, including conceptual, architectural, and engineering plans, working closely with Design Engineering and other TTC stakeholders to identify risks, address concerns, and ensure compliance with TTC standards, policies, and operational requirements.

The successful incumbent will manage negotiations from the early planning stages through to the execution of agreements, ensuring developers and stakeholders understand and address TTC requirements. You will negotiate and administer a variety of agreements, including construction, operating and maintenance, easement, encroachment, lease, entrance connection, and property-related agreements.

You will serve as a central point of coordination for stakeholders, helping to resolve conflicts, identify critical risks, and focus efforts on issues that could impact project delivery, transit operations, or infrastructure protection. You will prioritize competing issues, provide timely responses, and apply sound judgement when navigating complex planning, development, legal, and technical matters.

You will review development proposals in close proximity to subway stations, tunnels, transit facilities, and other TTC assets to ensure compliance with the TTC's Developer's Guide, applicable planning policies, engineering requirements, and operating standards. You will also respond to inquiries regarding property rights, easements, survey plans, and development opportunities affecting TTC lands.

In partnership with internal and external stakeholders, you will prepare reports, presentations, recommendations, and supporting documentation related to land development, infrastructure protection, and property matters. You will represent TTC interests at meetings, committees, and working groups while supporting city-building initiatives to ensure alignment with TTC operational and strategic objectives.

What Qualifications Do You Bring?

University degree or college diploma in Urban Planning, Land Development, Real Estate, or a related discipline, or an equivalent combination of education, training, and experience.

Registered Professional Planner (RPP) designation through the Ontario Professional Planners Institute (OPPI) is required.

3 to 5 years of experience in urban planning, land development, development review, real estate development, property transactions, or related fields.

Strong knowledge of the Planning Act, development approvals processes, municipal planning frameworks, and current planning and housing-related legislation.

Experience reviewing and coordinating development applications..

Demonstrated experience negotiating agreements and working with developers, consultants, legal representatives, municipalities, and other stakeholders.

Sound understanding of land development processes, real estate practices, easements, leases, property rights, and development agreements.

Ability to read and interpret conceptual, architectural, engineering, and construction drawings and understand their impact on transit infrastructure and operations.

Strong project coordination and stakeholder management skills, with the ability to balance multiple priorities and manage competing deadlines.

Excellent analytical and problem-solving skills, with the ability to identify root causes, assess risks, and focus on critical issues that could impact project success.

Proven conflict resolution and negotiation skills, with the ability to communicate difficult decisions professionally and ethically.

Strong communication, presentation, and relationship-building abilities, with a customer-focused and collaborative approach.

High level of attention to detail, organizational skills, and professional judgement.

Demonstrated knowledge of current events, planning trends, housing initiatives, and legislative changes affecting land development and infrastructure projects.

Proficiency with Microsoft Office applications and other business technologies used for project coordination and reporting.

Assets

Experience working within a transit, transportation, municipal, or public-sector environment.

Experience working on development applications involving or adjacent to transit infrastructure, transportation facilities, or major public infrastructure projects.

Experience protecting infrastructure within complex urban development environments.

Additional training or coursework in real estate, appraisals, negotiations, conflict resolution, or development agreements.

Experience coordinating multidisciplinary reviews involving planning, engineering, legal, construction, and operations stakeholders.
