ABOUT THE ROLE

Reporting to the Director, Parking Development, the Senior Manager, EV Development is responsible for leading the strategic growth, operational performance, expansion, and commercialization of the Toronto Parking Authority's EV charging business. The position provides overall leadership for EV charging network planning, deployment, operations, partnerships, technology platforms, customer experience, revenue growth, and capital programs.

The Senior Manager will develop and execute TPA's EV charging strategy, oversee the growth and performance of the Green P EV charging network, and ensure successful delivery of infrastructure expansion projects, technology integrations, utility initiatives, and strategic partnerships. Working closely with Operations, Technology, Finance, and external stakeholders, the role will support TPA's transformation into a leading mobility services provider while delivering strong customer, operational, environmental, and financial outcomes.

RESPONSIBILITIES

Product Management and Execution

Develop and execute TPA's EV charging strategy and multi-year roadmap, including network expansion, customer products, technology enhancements, and revenue growth initiatives.

Lead planning, prioritization, business case development, and execution of EV charging infrastructure projects across TPA facilities and partner sites.

Execute on key strategic initiatives to deliver superior experiences that bridge the digital and physical worlds, empowering customers to engage with the TPA across multiple channels to drive revenues and enhance customer experiences.

Oversee development and implementation of public charging programs including Level 2 charging, fast charging hubs, fleet charging opportunities, and future mobility solutions.

Lead strategic partnerships with charge point operators, utilities, technology providers, government agencies, and other industry stakeholders.

Manage EV charging network growth initiatives, including site selection, deployment planning, commercialization strategies, and utilization optimization.

Oversee all EV-related procurement activities, including development of Scope of Work documentation, Requests for Proposal (RFPs), Requests for Quotations (RFQs), Expressions of Interest (EOIs), and contract negotiations.

Lead implementation of customer-facing technologies, payment platforms, software integrations, roaming relationships, and digital products that improve customer experience and operational efficiencies.

Represent TPA in industry working groups, utility consultations, regulatory discussions, pilot programs, and stakeholder committees related to EV charging and transportation electrification

Coordinate approvals and stakeholder engagement activities with City divisions, external agencies, utilities, councillor offices, and Business Improvement Areas as required.

People Leadership

Provide leadership, direction, coaching, and performance management to the Manager, EV Charging Operations and Lead, EV Network Development.

Establish goals, priorities, and performance expectations aligned with departmental and corporate objectives.

Foster a culture of accountability, innovation, collaboration, customer service, and continuous improvement.

Lead cross-functional teams and external consultants in the delivery of strategic EV initiatives.

Build and maintain strong working relationships across Operations, Technology, Finance, Marketing, and external stakeholders.

Identify resource requirements and engage external resources or consultants as required to support project delivery.

Reporting and Insights

Develop and monitor EV charging business KPIs, operational metrics, throughput targets, revenue forecasts, service level standards, and customer experience measures.

Analyze charging network performance, transaction trends, customer behavior, pricing effectiveness, asset utilization, and operational efficiency.

Prepare monthly, quarterly, and annual reporting on business performance, strategic initiatives, capital projects, and operational outcomes.

Use data analytics and business intelligence tools to support investment decisions, network optimization, and strategic planning.

Identify opportunities to improve charger reliability, customer satisfaction, network utilization, and financial performance.

Financial and Commercial Management

Accountable for management of EV business unit operating and capital budgets, forecasts, and financial performance.

Lead annual business planning, operating budget preparation, and capital investment planning for EV charging programs.

Develop revenue growth strategies and identify cost optimization opportunities across the EV portfolio.

Lead funding applications, grant programs, incentive opportunities, and reimbursement claims in collaboration with Finance and external agencies.

Support long-term EV business case development and investment planning activities.

QUALIFICATIONS

University degree in a related discipline, including Business Administration, Marketing, Planning, Project Management, Information Technology or equivalent field.

Minimum three (3) years of product management and program delivery experience.

Minimum three (3) years’ experience in EV charging, mobility, retail, digital and/or omnichannel experience.

Broad knowledge in the field of product management, e-commerce and digital programs is an asset.

Sound knowledge of procurement processes and contract management.

Sound understanding of Change Management practices, and ability to partner with and influence individuals and cross-functional teams.

Ability to execute high-level program planning and think strategically; outstanding problem-solving skills grounded in data and consumer insights and understand how to incorporate analytics into project requirements.

Excellent communication, presentation, collaboration and influencing skills across internal and external stakeholder relationships. Ability to be persuasive, motivational, and persistent as needed.

Strong team leader/player who can foster productive friction, create a great place to work and holds themselves to the highest accountability and commitment.

Customer-centric approach to delivering great service to customers and stakeholders.

Ability to evaluate business trends and competitive landscape and modify business strategies accordingly.

Demonstrated effective management of P&Ls, targets, budgets combined with strong organizational skills, attention to detail, and ability to plan and prioritize; has strong financial and proforma modeling skills.
